New York State Tow Operator in Critical Condition After Being Struck By Vehicle

A tow operator is in critical condition after being struck by a passing SUV at approximately 11:00 a.m. on Thursday, Feb. 24, on the Onondaga Lake Parkway near Syracuse, N.Y.
The operator, identified as Irael Martinez, 48, was securing a disabled vehicle onto his tow truck when a Ford Explorer driven by Richard Congel, of Clay, N.Y., hit him.
Martinez was taken to Upstate University Hospital.
The Onondaga County Sheriff’s Office announced said that Congel remained at the scene and has been charged with vehicular assault, assault in the second degree, and driving while impaired by drugs.
Congel was arraigned and released pending pre-trial supervision.
