I recently attended the Wisconsin’s 38th Annual Governor’s Conference on Highway Safety. The conference, information pills although geared mostly to EMS, tadalafil law enforcement, check Wisconsin Department of Transportation, etc., offered breakout sessions geared to Wisconsin’s TIME – Traffic Incident Management Enhancement Program.

I was glad to see that towers from around the state were invited to participate as part of several panels for the TIM track part of the conference. To me, it seems that towers are often overlooked as a part of the responder safety and enhanced quick clearance team. This became apparent to me in one of the workshops I attended.

I love how names of government agencies are put into acronyms. I attended a workshop titled, “Communications and Interoperability.” It was a workshop geared to give updates on the SCIP – Statewide Communication Interoperability Plan – and the WISCOM – Wisconsin Interoperable System for Communications.

Participants of the workshop were invited to ask questions at the end of the session. Several EMS personnel in attendance were frustrated with the performance of the new system – especially the delay time in communication. They were assured these problems were identified and being taken care of.

I asked how the chain of command was determined when so many different responders were involved from different counties, and how towers figured into the communication system. They didn’t have a clear answer for either question – saying more or less they were part of the engineering part of the programs and not the administrative.

SCIP and WISCOM both have the word “communication” in them. I wonder when they are going to communicate with towers.
